Jack Ketch was the hangman and executioner of Charles II for about twenty years in the late 1600's. He gained an bad reputation for being… well, not very good at his job, sometimes taking more than three strokes with an axe to actually kill a man.

This was in a time when, however, if you had the money you could pay your hangman to make sure your death was quick snap of the neck instead of slow suffocation. And if you didn't, you might be able to prevail upon some street urchins to hang on your feet in order to make things go quicker.

His name has become synonymous with death and murder; and has even become a euphemism for the devil, much in the same way as the later Burke and Hare. All three names were used to make a ominous reference in the Neil Gaiman story We Can Get Them For You Wholesale.
