Human, or Terran, leadership is fractured in the story of StarCraft and its expansion Brood War. The United Earth Directorate, or UED, is nominally an enlightened socialist state, but is also one that practices severe policing and media censorship, not to mention a campaign of eugenics that results in the murder, criminalization, and effective banishment of millions.
Exiled criminals in the Koprulu Sector (where most of the action takes place) form the highly corrupt Confederacy of Man, which, due to its own brutal executive tactics, is eventually overthrown by the rebel group the Sons of Korhal.
The Sons of Korhal is also a pretty screwed up governing body, lead as it is by Arcturus Mengsk, who appoints himself emperor of all the space overseen by the former Confederacy of Man. Though his public face is a benevolent dictator, he rules with the same methods of those before him, abandoning top officers who disagree with his actions to the chittering onslaught of the Zerg.
