The world government of Starship Troopers is based on the idea that while anyone can pursue happiness, life and liberty must be paid for. In order to vote, citizens must "volunteer" for two years of Federal Service, where they will be put to a work for which they are particularly apt. This could mean a desk job. This could mean serving as an experimental test subject. Or it could mean military service fighting an endless war against massive, mindless bugs.
