There are three Palantír that feature in The Lord of the Rings, one in Orthanc in the possession of Saruman, one in Minis Tirith in the hands of the Steward Denethor, and one in Barad-dûr wielded by Sauron himself. These specific palantír, though others were more powerful, could communicate with the others (although video conferencing wasn't included in the package).
Even the power of Sauron could not create a palantír or cause it to show false images, but they could be used to mislead. Saruman and Denethor both become convinced that the armies in Mordor were unassailable, leading one to throw his lot in with the Dark Lord and the other to kill himself, almost taking his son with him. Sauron's deceived him twice, into thinking that Pippin and then Aragorn had the One Ring with them in Minas Tirith.
